Types of Sittings

Ordinary Council Meetings
Scheduled sittings held in terms of the annual Council calendar adopted by Council. Council must meet at least four times a year.
Special Council Meetings
Convened by the Speaker when a matter requires a decision before the next ordinary sitting, or on the written request of the required number of councillors.
Budget & IDP Sittings
Statutory sittings at which the draft and final budget and the Integrated Development Plan are tabled and adopted within the MFMA timeframes.
Committee Meetings
Section 79 and Section 80 committees meet ahead of Council sittings to consider items and make recommendations.

Attending a Council Meeting

Section 20 of the Municipal Structures Act requires meetings of the Council and its committees to be open to the public, including the media. Council may exclude the public — and the media — from a sitting only when it is reasonable to do so having regard to the nature of the business being transacted; matters such as the budget and the annual report may never be considered behind closed doors.

  • Arrive at least fifteen minutes before the advertised start time and sign the visitors' register.
  • Members of the public attend as observers and may not address Council unless invited to do so by the Speaker.
  • Mobile devices must be silenced for the duration of the sitting.
  • The Speaker may order the removal of any person who disrupts proceedings.

Notices, Agendas & Minutes

Notices of Council sittings — including the date, time and venue of each meeting — are published on the municipal notice boards and on this website. Adopted minutes and Council resolutions are available on request from the Office of the Municipal Manager.
