The Speaker presides over Council meetings, ensures compliance with legislative requirements, and facilitates public participation in local governance.
Role & Responsibilities
The Speaker is elected by Council from among the councillors and is responsible for presiding over Council sittings, maintaining order in Council, and ensuring compliance with the Code of Conduct for Councillors as set out in Schedule 1 of the Municipal Systems Act (Act 32 of 2000).
- Preside at meetings of the Council
- Perform duties and exercise powers delegated by the Council
- Ensure that the Council meets at least quarterly
- Maintain order and decorum in Council sittings
- Promote public participation in Council affairs
- Oversee compliance with the Code of Conduct for Councillors
