Council Composition
How the Ngwathe Municipal Council is constituted — ward and proportional representation seats, office bearers, and committees.
The Ngwathe Municipal Council is constituted in terms of the Local Government: Municipal Structures Act 117 of 1998. Half of the councillors are elected directly by voters in the municipality's wards, and half are elected from party lists on a proportional representation basis, so that the total seat allocation reflects the proportion of votes each party received.
Types of Seats
- Ward Councillors
- Directly elected by the voters registered in a specific ward. A ward councillor represents that ward in Council and chairs its ward committee.
- Proportional Representation (PR) Councillors
- Elected from party lists. PR councillors serve the municipality as a whole rather than a single ward.
Office Bearers
- Executive Mayor
- Political head of the municipality; chairs the Mayoral Committee and exercises the executive powers delegated by Council.
- Members of the Mayoral Committee (MMCs)
- Appointed by the Executive Mayor to chair Section 80 portfolio committees.
Council Committees
- Section 79 Committees
- Established by Council to perform any of its functions or exercise any of its powers, including oversight. Members are appointed from among the councillors.
- Section 80 Portfolio Committees
- Established to assist the Executive Mayor, each chaired by a Member of the Mayoral Committee.
- Municipal Public Accounts Committee (MPAC)
- A Section 79 oversight committee that considers the annual report, audit outcomes and unauthorised, irregular, fruitless and wasteful expenditure.
